Prisoner NPCs in Chaos Chapter 3 camp causing aggro

In the Chaos Chapter 3 warcamp prisons spawn in cages. In the regular version of the game these prisoners didn't cause aggro on the Chaos NPCs stationed at the camp. However, on the private server the moment one spawns 5 NPCs dash over to kill it ASAP. It then respawns about 10 seconds later and the cycle continues. This happens with all of the prisoner NPCs ("Nordland Peasant") that spawn in that camp. Very low priority
