If you want annaise I can give you raw data extraction from the website...?
I understand that the values in the builder are for naked, level 40-sub rr80 toons. If that's the case, all I would need are the relevant stats for a naked level 40 toon of each class. For example, I would need the strength (and ballistic skill for throw abilities) stats for each mdps class and tank class, willpower and intelligence for AM/Shaman, etc., intelligence for casters, ballistic skill for engies, and so on.
I checked values in the builder for some abilities using formulas that I've worked out previously and I've found some bugged values that could not have been calculated using the correct stats (for example, dps ability values in the AM builder). But, the incorrect values look like they are limited to a few abilities in a few classes, so I can probably get around that problem using screenshots of combat logs, or from data that I've collected previously. I've worked out many of these formulas before, so I know how to get around potential obstacles.
People might like an example of what I mean by a damage formula, so here's an example:
Leaving out the mitigation from toughness term, the basic damage formula for any mdps,tank, and most SW/SH and engie abilities is:
damage = base value + level factor x ability level + (weapon dps value + damage bonus) x cast time factor
Ability level, weapon dps, and damage bonus come from the toon.
Base value, level factor, and cast time factor are the things that you need to work out to complete the formulas.
The scripts in that linked thread can used to work out the level factor for each ability. So if we have the scripts for all abilities, that part is straight forward.
I know the cast time factors for probably more than 85% of abilities. So I can use them, the values in the scripts, and the damage bonus and weapon dps of a level 1 toon, to work out the base values of those abilities.
For abilities where we don't know the cast time factor, the formula is left with two unknowns - base value and cast time factor. So we need two equations to solve for the two unknowns. For a particular ability, the script value and the builder value provide those two equations, as long as I know the relevant stat (str/int/etc) that was used to calculate the respective values.
So an example of a formula that I have previously worked out is the damage for Razor Strike, a level 1 WH ability.
base value = 29,
level factor = 5.82, and
cast time factor = 1.5
So the formula is
damage = 34 + 5.82 x ability level + (weapon dps + damage bonus) x 1.5
For a level 1 toon in the starting area:
ability level = 1,
weapon dps value = (5.0 + 0.45 x 5.0) = 7.25, and
damage bonus = str/5 = 55/5 = 11
subbing those into the damage formula gives
damage = 29 + 5.82 x 1 + (7.25 + 11) x 1.5 = 62 (rounded to the nearest whole number)
which is the value in the first line of the script values
