Though, if you're going for a patch with RR100, I'd suggest toning down the RR90/RR100 gear, since it's definitely what drove most people away from the game. On a private server, you should expect "overgeared overpowered teams" to quickly ruin the experience for all other players, and you should definitely fight that.

But I guess you have more pressing matters, and it's something we can discuss later !

Definitely original RR rate. Nobody should mind the "grinding", and it keeps everyone craving for gear longer. PPL with less time will take longer than junkies either way.

That depends on many things. Is there wipes ahead after beta-test ? Is renown capped by your level like on release(which is bad). Is there "Field of Glory" buff ingame that effectively gives you +50% Renown and "Against all odds buff". If these buffs not yet ingame then go +30%, for testing purposes and all.
